SUMMARY OF DUTIES
The mission is seeking to fill an Investment Officer position for the Trade program as well as various officer positions that may arise following this selection process. These positions provide International Trade and Investment Attraction services. Core responsibilities include but are not limited to: Promotion, Attraction and Facilitation of Korean Foreign Direct Investment (FDI) into Canada.
Working in the Trade Commissioner Service team of the Embassy of Canada in the Republic of Korea under the general direction of the Senior Investment Officer, the incumbent is an investment officer acting as the focal point responsible for liaising with companies based in Korea to promote, attract and facilitate Foreign Direct Investment (FDI) into Canada. The incumbent is responsible for the promotion of Canada as an investment destination to Korean investors, as well as the facilitation of greenfield and expansion investments in Canada. As a crosscutting theme covering all sectors, the incumbent will have to work closely with all officers of the Trade Section in the Embassy, representatives of Canadian provincial offices in Seoul, colleagues in Global Affairs Canada headquarters, Invest in Canada, and other key stakeholders in Canada.

ESSENTIAL QUALIFICATIONS

Education
This position requires:
- Bachelor's or equivalent degree from a recognized university in a field related to the position, including but not limited to business development or international trade.
Language
The Following languages and proficiency levels are required for this job. Candidates will be formally assessed or requested to provide proof of certification on these levels.
- An advanced proficiency level (reading, writing, comprehension, and speaking) in English.
- An advanced proficiency level (reading, writing, comprehension, and speaking) in Korean.
Experience
In order to perform the duties relevant to this job, the following experience is required.
- A minimum of 7 years of employment experience in international business, with at least 4 of those years gained in a Korean large corporation or an equivalent major organization.
- Experience in investment attraction in one or more of the following sectors:
- Clean tech
- ICT
- Life Sciences
- Agri-food
- Defence or security
- Transportation
- Education
- Tourism
- Consumer products
- Natural resources
- A minimum of 3 years of experience in managing client and stakeholder relationships and in providing client service support to customers/clients.
- A minimum of 3 years of experience in project management.
- A minimum of 3 years of experience in providing strategic advice, briefings, and written reports to management and/or clients on international business issues.

ASSET QUALIFICATIONS
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
- Capacity to communicate in French (written and/or spoken)
- A master¡¯s degree in a field related to the position.
- Experience in coordinating high-level visits.
- Knowledge of the economic, trade and investment landscape in Canada.
OPERATIONAL REQUIREMENTS
Operational requirements will be assessed on a ``meet/does not meet`` basis and can be used to determine right fit of a candidate for the position.
- Hours of Work: Normal hours of work of work for this position are in accordance with Locally-Engaged Staff regulations of 37.5 hours per week. Mondays-Friday: 8:30 to 17:00
- Must be able to work overtime on short notice on occasion
- Must be available for occasional duties outside normal working hours (i.e., evenings and weekends) and
- Must be willing to travel in Korea and/or outside Korea.
CONDITIONS OF EMPLOYMENT

Additional information – Detailed duties of the position
Mandate Overview
The Investment Officer supports the Senior Investment Officer (SIO) in liaising with Korean companies to facilitate Foreign Direct Investment in Canada. The Investment Officer contributes to the advancement of Canada¡¯s investment priorities by providing analysis, coordination and operational support across key activities.
Primary Role
The Investment Officer supports the SIO in planning, developing and delivering business development strategies to attract foreign investment into Canada. This includes supporting relationship building with key clients, assisting in the development of strategic, operational and annual business plans, and contributing to the achievement of program goals and objectives.
The Investment Officer also provides administrative and logistical support to the Senior Investment Officer during high level visits involving government and industry representatives and supports the planning and delivery of investment promotion activities such as seminars, conferences, roundtables and panels.
Advice & Recommendation
The Investment Officer assists the SIO by preparing background materials and analysis that support advice, recommendations and planning for the Investment program. The officer contributes expertise on investment opportunities and strategies, business environments, innovation, policies, market intelligence and challenges aligned with Government of Canada economic priorities.
The Investment Officer drafts targeted correspondence to potential investors to support investment outreach and promote Canada as an attractive investment destination.
Documents Produced and/or Services Offered
The Investment Officer supports the SIO by preparing, revising and organizing policy and project related documents including presentations, plans, briefing notes, notices, funding estimates, contracts, reports and communication materials. The officer provides accurate and timely technical input into Investment program documents.
The officer also maintains and organizes promotional materials, briefing packages and research documents to support program operations.
Research & Analysis
The Investment Officer leads research and analysis activities for the Investment program and reports to SIO on regular basis. Responsibilities include scanning the environment for intelligence, reporting on trends, developments and opportunities, and identifying factors that could influence Canadian interests. The officer synthesizes information from a range of sources on international trade and macroeconomic issues to support Foreign Direct Investment activities.
The officer also conducts in depth analysis on Korean FDI flows, trends and determinants to inform program strategy and outreach.
Networking & Alliance Building
The Investment Officer supports the SIO in developing and maintaining networks with local and foreign governments, municipal investment agencies, corporate investors and intermediaries who can refer investment leads.
The officer helps strengthen relationships with executives and multinational companies, including those operating in Canada, by monitoring market developments, preparing engagement materials and supporting meetings that identify new investment opportunities
Communications & Client Services
The Investment Officer contributes to communication materials that advance Canadian interests and supports the SIO in outreach to corporate leaders in priority sectors.
The officer may represent Canada in discussions with foreign authorities under the guidance of the SIO to support integration of investment programming into mission activities.
Committees & Working Groups
The Investment Officer supports the SIO in representing Canada¡¯s interests in discussions with local authorities on issues impacting Canadian business and in the development of investment related agreements. The officer helps ensure alignment with department wide policies and Government of Canada priorities.
